Dr. Bellan was born and raised in Jackson and graduated from Saint Joseph High School. He received his Bachelor of Science degree and later his M. D. and Ph. D. degrees from Tulane University in New Orleans. He was elected to the Alpha Omega Alpha medical honor society, and during his time at Tulane Medical School was an author of many original research publications in the fields of cardiovascular and cardiopulmonary physiology and pharmacology. From 1992 to 2000, he completed training programs in medicine, cardiovascular disease, and interventional cardiology at the Johns Hopkins Hospital in Baltimore.

He has practiced general and interventional cardiology in Jackson since 2000. He and his wife, Noella, have 3 children.
